The country has won international acclaim for its 20-year campaign against the AIDS pandemic, but the latest numbers indicate that Uganda is now losing ground. Uganda's relies upon ABC strategy Abstinence, Be faithful and Condoms to fight HIV/AIDS. Though all approaches receive due attention the faith based approach is gaining steady influence within the country. Uganda's government is bowing to pressures from powerful faith-based organizations within U.S. who emphasize moralistic approaches such as abstinence and fidelity at the expense of promoting safer sex practices. Fundamental issue of condom being left out completely, no wonder the surge in AIDS cases. The shift in funding has been attributed to Bush administration's Plan for AIDS Relief, which requires a third of HIV prevention money to be spent on promoting abstinence. The AIDS commission is now discussing ABC plus strategy comprising new initiatives such as anti-retroviral therapy, increased voluntary counseling besides testing and empowerment of women.
